Abstract

Ecuador is one of the countries with the highest teen pregnancy rates in South America. In 2012, the government launched a prevention strategy focused on defending sexual and reproductive health rights. By the end of 2014, that strategy was replaced by Plan Familia, whose aim is to rescue moral values. How and why did the policy for preventing teen pregnancy change in Ecuador? This article shows that a combination of interests of the actors, their representations and some institutional features made this change possible.
